Appearance: Considering he does a lot of physical work either pushing away some debris caused by the civil wars (specially the now on-going drug war), or just plain cleaning to an endless point, Cuahutemoc's build is rather pronounced, but not enough to be considered buffed up. His skin is of a light tan-copper, his black hair usually falling down with an ease, although there is a small curvy lock on his right side of his head. It's rather small, but it stands enough to be noticed.
He has a rough time trying to hide it on formal meetings when his bosses demand it so, as it is deemed even on this time, improper. However, most of the time disregards it.
He mostly works with air-allowing clothing or with clothing made out of loin or soft cotton. Sometimes he sleeps with the clothes he wears, so it won't be a surprise finding him wearing the same clothing for a whole week.
He has other types of elegant clothing, dating from as far as he was under Spain's rule, but he has an incredible paranoia about his bosses taking them away to sell them to get more resources. That and that, considering they are the only elegant or 'pretty' kind of clothing he has, he will only use them on special occasions, even if they smell old. However, not all of them can be used: the clothes he used while being Emperor (either from 1824 under Iturbide or 1865 under Maximiliano) are definite no-nos, since he thinks they might give a bad message about him wanting to be under another nation again - regardless of how beautiful the clothing are.
Aside from that, he has a long trail of scars on his back, and lower chest dating from the Mexican-American war. Most of them, however, have been replaced by other scars from the many and still ongoing civil wars. There is a small wound-shot on his left side of his chest, product of a coupe d’état on 1913 which left him pretty much out for 10 years. Rather than trying to hide them, he shrugs them and continues on working, at times priding himself with some wounds dating the Revolution and trying to woo some girls.

Personality: If you could define Mexico in 3 words, it would be Naive, Oblivious and Party-maker. Even if the situation is grim and there is nothing to do, he will try to pull out from his pocket an awesome resolution and celebrate it grandly with enough booze for you, your family and even the dog. Then, when it's over, he'll clean up for you.
He is very servicing and will try to work his hardest to solve a problem and find the best solution. Such thing can be seen when he crosses the American border: he has even built a catapult to cross it (even if he has to still run miles to get cheap goodies) or waking at early times in the mornings to clean his house.
His natural nativity was fomented more, as to keep him much easily controlled and just plain happy, shielding him from any information or happening around him, letting him think that some of the 'bad' actions that his bosses ordered where actually to ensure the progress of his country. This was continued even after Spain's defeat and his eventual Independence by his bosses.
On the other hand, his obliviousness helps him too to cope with his many ongoing problems, as he may not even realize them sometimes and will just use his guts and ingenious solutions to do the task, no matter how crazy the plan sounds or how simpler a solution can actually be instead of his own solution.
That doesn't mean he can't get away with some things, as he will even use his own naivety and obliviousness as devices to get to what he wants, and play games of his own. He specially does it to obtain favors from America and other unsuspecting countries, as cheaply as possible. As a country prone to make jokes and pranks, these seem to be just other of his tools of the trade, no matter if they backfire on him - he will just shrugged and laugh at himself.
He's even rather cocky, asking for challenges on when it comes to resisting arduous tasks, lifting things and other physical prowess.
France's constant invasions and incursions in the past, made him learn about the 'rules of diplomacy' (or . . .French diplomacy for that matter) making him . . .kinkier on that matter giving him the knowledge to make double-sided jokes an advances, which even on these times, regards as normal. For that matter, he might at one time try to drag you to ‘make relations and treaties’ with him, or even just take plain sentences into one with another meaning. He's rather prone to hand gestures on that matter, and most of his talk is very improper, using slangs that probably nobody understands but he doesn't give it importance.
He is very open and will go and befriend anybody he can, regardless of what they tell about him/her, if it's not a nation or other constants, but he might even screw up considering he has a hard time sometimes to read the weather - which is a reason they created the “Doctrina Estrada” in the first place, which states that he ought to remain Neutral on other countries matters.
With all these points, you would find it perhaps rather interesting that he has at times a very low esteem and a need to be praised for whatever actions he has taken. He has disregarded himself so much he believes to be the cause of the world's problems, especially when hearing how bad America's bosses tend to talk about him and at seeing how his own people escape to his house for a better future.
However, he will defend his point of views when his head is boiling enough, he deems it necessary, his hard work was been tagged as useless or America is the one on the line, though he might end up regretting it and try to apologize to half the world.
Another reason, perhaps, of such disregards are the constant Economical Crisis, which he says he has gotten used to.
He has grown paranoid on money issues, spending as little as possible on himself and hiding whatever he can from his national revenue from his bosses - even though most of the times they end up taking a big chunk.
He goes as far as 'selling himself' to earn enough to pay for his never-ending debt, his house, his people, leaving himself in the end. However, he will always show you a smile, and disregard it as something that all countries do to save their money. That is why he gets so amazed at other countries that call his measures rather extreme and will ask how he can raise his allowance.
This and other reasons are also the thing behind as to why he has such a trouble believing or even liking his leaders and will just roll his eyes at their mention, as he thinks of them as nothing more than a bunch of power and money seekers.
Above all, and even before 'Doctrina Estrada', he dislikes strife and battle, and will try at all costs to avoid it - except when his people are in trouble, and even then he will think it twice.
When he does decide to battle, he is shown to be rather a courageous leader and even a, perhaps unorthodox or out of the usual, strategist.
The wars in his house, particularly the current drug wars, put him in a sad mood, and thus, don’t wish to expand them more. He also has a horrible fright to blood.
On regarding his 'normal', non-country life it is rather simple. He likes to wake up rather early to try to keep his house as clean as possible with the assets available with the hopes that upon receiving visitors, they will be glad to have chosen to visit in the first place. It's because this that he has this 'twitch' of trying to clean everything in his house or try to keep it as organized as possible, even if he doesn't give himself a chance to organize himself like...taking a shower for example or being punctual with other things.
Other than that, he is a really good cook, liking spicy things above all. He also likes to make variations of other national dishes but adding his own touch. That is, adding chili, lemon and salt to most of all.
He has his artistic side, allowing him to paint murals (being one of his strong notes), make quite good music (he especially likes making Mariachi and is well known by his ‘charro scream’) and functional architecture. He also admirers the traditional dresses each state of his nation offer and actually likes to wear them at times, much to the chagrin of his sister and his bosses.
Lastly, he really enjoys gardening, especially if it is to make produce for sale. Flowers are another specialty and he has a fondness for the sunflowers which occur naturally on his garden. Then again, for some reason, he can get into a strange mood when mentioning his backyard garden.
Mexico's life can be pretty much be used as a plot for a Telenovela, and with that in mind, he hopes to keep on working to finally get to the happy ending he so much yearns.
Likes:
★ Tacos, chalupas, enchiladas, mole, pozole, tamales. . . you name it. Oh, and making them too.
★ Fiestas, specially being their host.
★ Sleeping, although most people say he rests too much. . .
★ A nice tidy house.
★ Making new friends
★ His garden and keeping it nice (of what’s rest of it, although lately, it’s beginning to be fertile).
★ The Paranormal
★ Finding old stuff from his Father and Ancestors.
★ Soap Operas.
★ Traditional Dresses and wear them at times.
★ Horse riding.
★ Futbol.
★ Making profits in whichever way possible and to be honest (neutrality is very profitable indeed).
★ Making jokes and pranks.
★ Composing music and serenades. Ah, l'amour. He also has a good eye for painting, specifically, murals.
★ Having people at his house for no apparent reason.
★ Equality towards his people in any kind of political platform (he has even tried Socialism)
★ Retro Video Games (they are always cheaper!).
★ Learning other cultures, especially European. However, he has grown fascinated with Chinese and Japanese culture. He also likes to dub the series he brings to his house which is also cheaper at times.

★ Canada - Although he barely sees him, now with the Visa restrictions
Dislikes:
✖Most of his bosses and how they rule him
✖Wars of any remark. Here or there. Anywhere.
✖ Being tagged as a 3rd world Nation or disregarded of North America.
✖ He has a love-hate relationship with America, and while he can hang out with him, he seems him as sometimes too demanding and oppressing. He will, though, help him as with any other nation when needed.
✖ Argentina. (“Heck, just ask any S.American country, who likes that guy?”).
✖ Bad publicity about him. He has enough with his people 'escaping' to a 'better place'.
✖ Being lied. He's very naive and will faithfully believe on anything anybody tells him, so when it turns out to be a lie, he becomes annoyed and depressed, however, he will not sever ties with the person if it's needed and he's actually quite open to forgive unlike his sister.
✖ Having all his hard work labeled useless or worthless. That indeed makes him angry and makes him demand for an apology.
✖ Not having a voice on world conferences, even if he himself silences for the sake of Neutrality.
✖ Being underestimated by anybody.
✖ Having his friends and loved ones hurt and not being able to do something about it. This goes true with allies.
✖ Ironically, having his 'manliness' objected. Unless you are his sister, he will try to prove you how dead wrong you are.
Fears:
☣Being a Failed State - It's his main fear and has stated strongly that if he is headed such way, he will even try to merge with America to save his people.
☣Failing to his People's demands - Even if they can be rather retarded and is out of his hands. He will try to make them possible.
☣ Hemophobia – An irrational fear of blood. It was acquired as a small child, after mistakenly visiting a sacrificial temple on a ceremony night. He has also related blood more to pain and defeat than death. Ironically, death doesn’t seem of a big deal, and rather celebrates and thinks of it as an after party than afterlife. Small drops of blood or stains will make him cringe, but a big blood stain, is enough to make him tremble.
☣Not being strong enough or just pure impotent at doing things.
☣ Drug cartels taking over - Although he has gotten big hints that maybe this might be more true than a rumor, he fears that his next boss might be a mob boss, and is sadly unable to do anything about it, frustrating him to no end.
☣ Being forcefully united to America - Unless it's to save the 'dignity' of his people. The idea of him being pushed constantly to get his help, makes him get the idea sometimes that he's being forced to befriend him and even merge. While this might not be true, he has a great fear over America himself and what he might to do him, causing him to work even harder.
Secrets:
♦ He was given a garden to take care of by Spain. “The Garden” holds a lot of precious memories to him, specifically the one of meeting a young man lurking around the sunflower fields in the late 1770s. While he never asked his name (he felt it unnecessary as he actually thought he was one of Spain's servants), he vowed to keep the garden neat so they can meet again and he can express his feelings. This garden, however, was used as a mass grave on 1968 to hide the many murdered students from the 'Tlatelolco Massacre’, which he himself had to order to shoot down (under his bosses demand). This and the fact that he had to bury them himself caused some sort of unbalance in his mind that can drive him to a creepy state when it's mentioned. Nowadays, the whole garden is and abandoned lot of dead or dry plants possibly used by the own drug cartels to hide their own corpses. If you want to be freaked out by Mexico, mention “The Garden”. . . I dare you . . .
♦ He is actually the younger of 2 siblings, him representing the North. The South, his older Sister, is barely seen and actually disregarded as nonexistent (Except by South Americans who know very well of her existence, particularly Venezuela). She has been who has moved him to do his big wars (Independence, Reform War, Revolution) and only has appeared to do so, as she deems him too incompetent to do anything on his own (although ironically, she also shields him to protect him). Her constant nagging and even anger which derive in magical-made thunderbolts or just plain curses have caused him to fear women in overall. He loves his sister, but . . . he just whimpers at her remembrance.
♦ He’s had affair with practically most countries in Europe, particularly France, of whom he has 'learned'' to love. There was one interesting one with Russia, although he was only there to kill Leon Trotsky. He deemed his actions as something forced by his bosses and is actually pondering if he and the 'boy of the Sunflower fields' is himself, although when first meeting him, Russia said it was his first time there.
♦ When he's sad or depressed or even angry, he'll resort to drink his problems away. You can notice when Mexico has been in a bad mood when you find him on the floor with a happy smile. . And 10 bottles of Tequila. Then again, when he's SUPER happy, he usually throws a Fiesta and gets drunk . . . so it's kind of hard to tell sometimes. . .
♦ Sometimes, when he cleans his house, he can actually resort to use a French Maid suit, given to him by France as a joke and which he assumed to be an actual gift. The dress has actually helped him to get sneak in America's house and earn quick cash by cleaning it. Sometimes, 'the Gringo' won't notice it's him - even if he might do the trick several times- and when he does, he's usually prepared to run away.
♦ He actually does likes to dress up like a girl, but only because he seems curious, elegant or simply because their outfits are pretty, especially due the traditional dresses. He was once found dancing with one of those in a bar which held other 40 men in the same attires in 1909. However, his boss found out and became a scandal of the era. Ever since that day, the number 41 is equal to 'gay', but he sees nothing wrong on that. He actually considers himself very macho, only with quirks of dressing 'pretty' at times.
♦Since he knew his Father (the late Tenochtitlan), when Spain picked him up, he referred him as Spain-Mama. This can be seen on his last name, where the 2nd one is the Mother's (Sanchez being the first and Fernandez, Spain's last name, his second).
♦ He still knows his original language, Nahualt. However, his pronunciation nowadays is very poor. On another note though, he actually likes to learn new languages (much to the disgust of his sister) but his pronunciation still can go from butchering the language completely to so-so well.
Strengths: Being a party animal, open minded and even very optimistic at times, strong willed and of very rooted values, able to save profits as much as possible, widely helpful and trusting, non-judging, good on cheering up people and getting them together
Weaknesses: Never being punctual, can have a trouble making up his mind, rather insecure of his own prowess even if he goes around showing them off, slacking off more than usual, being perhaps too sentimental at times, his weak spot for bloodshed

Allies:

None that is to be known. However, from time to time, America has been both a benefactor and an irk reminder of how his power can still move him around. His current Neutral policy keeps him out of trouble for the while.

-September 29th 1968 -
Cuahutemoc had dirt everywhere.
Each footstep of his released more soil into the hallways of the National Palace, making the housekeeping maids sigh. They knew the man who walked just in front of them was of importance, but could he try to use the doormat? Or wipe his shoes?
Their children where probably better behaved.
So, why did the President held him on such high regard?
But perhaps it was something housemaids couldn't understand.
The man whistled one of the tunes from the Beatles, that one titled 'All you need is love'. It was such a wonderful tune, such a shame that his boss deemed it so inappropriate.
He managed to notice this as he arrived to the secretary's desk, her face rising slowly.
She quirked an eyebrow at the man just in front of him.
His smile was beaming and he had dirt everywhere. Not just his shoes, but his shirt, his pants . . . it was as if he had rolled on it. She didn't make a face or comment. In fact, you could have mistaken her by a store manequin. Expressionless. Spotless. Unlike himself.
"Mr. Sanchez" her monotonous voice made the country snap from his toughs of making a ring outside with some hippies. He chuckled at his silly idea "Mr. Echeverria has been waiting for you"
"Seh I got his message" his smile grew wider, as if he wanted to spread it to the woman in front of her. So far, it had been futile. What was it with bosses and those they had contact that made them so stiff? "Wanted to see me urgently, what's the gig?"
Rather than replying, she bowed down to enough to press the button on a small box, next to her typewriter, lowering even more to talk to it.
"Mr. President, he is here. . ."
"Make him enter, please" the box replied, the voice of his President coming out.
Mexico stared at the box, awed at it.
The possibilities to prank people . . . or maybe to just talk to his sister without being bitten, held harshly by his ear or nagged so close.
The long stare from the secretary and her subtle calls snapped from his little world once more, blinking at her, as if to try to understand his own language.
"The President is waiting for you" her voice, monotonous as usual; probably paid to be so, he thought.
"A-ah! Right! Um. . ."
Patting his vestments, dust falling on the secretary's utensils, he tried to clean himself.
He rubbed some saliva on his face with his thumb, taking spots from his face as he walked to his destination. He also took the time to arranged his hair, always trying to first hide that curl of his, knowing with an inner chuckle that it wouldn't get in anyways.
Finally, arriving to that oak door in the end of the hall, he knocked it carefully.
"Come in" a voice greeted, making the nation open the door.
As he entered the Presidential Room, his eyes focused more on the flags, national emblems, a map of his hosue, and even on his desk. He observed each detail of the room, just before his eyes locked on the man standing just behind said desk, watching through out the window.
He slowly turned to him; the President’s sight hidden by the glimmer of his glasses.
It was rather scary considering his odd factions - so he told himself - but other than that, it was another boss.
"You called?" he chimed, smiling. Cuahutemoc had moved his arms behind him, as an unsure child just about to be scolded or told something. His face even looked playful, albeit shy.
"Yes, I did" his boss’ calm yet gruff voice had some sort of authoritarian tone. Not as powerful as President Diaz's, but. . . "Hmm?"
He noticed something. Mexico tried to hide his expression by sinking his head, trying to avoid that glimmer on his glasses. It wasn't that he feared his bosses but, somehow, he just didn't know what to expect. They were so . . . perishable . . . disposable . . . unreliable. . .
So many bad connotations.
He shook his head, trying to get them away. It was not the time, not while in front of him.
"You've been on that garden of yours, haven't you?"
"Y-Y-Yes. . ." he couldn’t avoid to stutter, looking down. Was the dirt so obvious? He had done an effort to hide it. . . 'Least he could do is pretend it wasn't there.
He could only hear his quiet chuckle and a moment or so, he felt being petted.
Well, that was strange: He certainly looked old enough to not be pat like that, and then again he perhaps deserved it by his attitude.
Or, answer C, he wanted something.
Bosses aren’t randomly kind, and he was just happy that before entering he had emptied his pockets, leaving them without spare change.
At the same time, though, he began to feel his stomach heavy.
"What do you know . . . about those student reunions?" he walked back at his desk, probably to check on some documents. He wasn't sure, he didn't dare to look.
"E-er. . ." Wait, there where what with his nation’s students? He frowned, trying to think an answer. "Um . . . they . . . like the Beatles sir. It's a good band if you ask me. . ."
"Yes, their rock and sex, drugs and demands for more freedom" he looked at the papers, barely scanning them. "A bad influence if you ask me"
"B-but. . .i-it's an English band" He tried to defend it, stuttering. Going against his boss? How bold. "I-I would understand i-if It where American b-but. . ."
Echeverria's glance pierced at his, making the Nation give a small 'eep'. Ok, maybe defending his point of view was wrong in this case.
"S-sir. . .if you don't mind me asking . . ." he gained a bit of courage, looking at his boss back "Why am I here? Why ask what the childre- no. . . . um. . ." A brief moment to think a proper answer. "Students of our Nation are doing? They are ok, verda? "
There was a long pause, in which he stared at his boss. He just kept on looking at the papers; the shuffling pages the only sound aside from the muffled traffic of the busy Mexico City.
"You know, there is a saying" he interrupted the silence, setting the papers down "That the future of a country depends on its youth. . ."
"Y-yeah! I've heard that!" Cuahutemoc couldn't avoid smiling wide, inwardly proud. "A-and if you treat them nicely, they'll become nice citizens, and um . . . well, why does this have to do with. . . Are we going to cancel out school days then? I don't know. . That might be too much, don't you think?"
His boss shook his head. Cuahutemoc quickly became silent, although he kept a curious face.
"While you are right in treating them good, there are times when if you give a child, or our youth in this case, they'll misbehave and do their bidding regardless of how wrong they are"
Mexico gasped, now indeed concerned. He blinked several times and tried to think in what few time he had before his Boss continued. Ok, so, what's going on the world? Aside from the Vietnam War . . . um. . . certainly there's something going on, right? Does it had to do with America again? Why was it always about what America did?
"Therefore, you will agree" Just how many times had his voice interrupted his toughts? He blinked and quickly stared at his boss' eyes. "that if they are not put some limits, they'll begin to cause harm, even to themselves" he concluded.
"I. . .sort of understand" Cuahutemoc was still thinking, frowning at his racing thoughts "But. . .I don't see them doing anything bad"
Wait! He remembered now!: as his mind returned to the Beatles, the circle of hippies and laughing youths, he remembered watching some college students from the UNAM demanding for a better government.
He had pretty much disregarded it because, well, isn't freedom of speech one of the 'Individual Guarantees'? And perhaps, deep inside, he wanted the same.
"They are saying awful things about what I and you do" his boss' voice tone doing an excellent job in bringing his attention back to him. The nation was especially attent after the 'you' part. "Demanding things we are already giving. . . Don't they understand?"
"B-bad things. .. About me?" he stared, frowning, concern eating whatever happy thought he could use to dissuade it. "Why? What have I've done? W-wait . . .they've been talking about me? What have they said? "
"Yes, about us Mexico" why was his boss so darn scary at times? "and I believe they will use the upcoming Olympics as their platform."
Cuahutemoc shook his head in disbelief. He loved his people so much. He had a hard time believing such thing
After all, why would they say such bad things about him? Especially the youngsters.
Ok, they weren't exactly so young anymore, some of them, but who cared? The fact is that his people, whom he did so many things to defend and protect each day, said bad things.
And where probably going to go as far as ridiculize him in front of more people!
"W-what? . . .what bad things, sir?" his voice was half broken, almost at the verge of tears although he made an effort to keep them. Perhaps he was exaggerating. Bosses like to exaggerate, right?. But, this wasn't a money issue. . . "H-how badly too?"
"Something about us not doing enough or how inefficient you are overall. . ." he replied flatly. Why? How could he reply so . . . coldly? Like if he didn't care? Was this something bosses had in common? His sister tends to criticize him so much for not having enough balls. . .
"Inefficient? S-surely we could make it work better then? Make me better. . ."
"They will not stop" Echeverria's voice was sharp. It was like he addressed those people as small monsters, growing under his nose. "They are already organizing against us, which is why I called you"
Mexico's heart now sank, joining his heavy stomach. He began to play with his hands, nervous.
"I need you to take whatever maneuvers ad needed to calm them down. Anything, before the Olympics"
"A-Anything?" He kind of knew it; it was on the back of his head, even if he pushed it back. That feeling, dreadful. It had happened before, on Diaz's government. It was necessary, he told him. He began to tremble.
"You are, after all, the leader of the Armed forces. I go around ordering them but always in your name. All is done in your name. However, you do have the power to do your bidding. To put order . . ."
His mind and heart raced, pumping, wanting to run.
Mexico absently shook his head.
Then, from a drawer on the desk, his boss pulled a velvet pouch which was as big as his hand. A metallic thing from what he could see from an opening
He placed it on the desk and almost ceremoniously, pulled the object outside.
Said object was a colt. The nation's brown eyes widened.
"Y-you don't mean. . ." His hands extended towards the weapon, trembling. He wanted to toss it away, get rid of it.
Blood.
The images of that day crossed his mind too.
"T-they are. . .just...young. . .they don't know." Unaware to himself, he became pale "There are other ways . . . surely there are other. . ." he grabbed his chest, scared, lost. Was he being ordered to go there and murder the non-conformist? What kind of Nation does that? What kind of atrocity is being asked to him?
The first time, with Diaz, he could escape the task because his own Generals allowed to so and he was actually just asking his permission. His.
But, this boss, this President, was now asking . . . no demanding for him to do so.
By now, his President had put the gun away, not before placing it inside the pouch. He didn't seem to be phased, or even caring about his own nation's state or reaction.
He walked again and simply patted his head.
"Cuahutemoc. . .” he hated how soft his voice tone now it had turned, almost warm, trying to mask the horrible deed proposed. “Sometimes, sacrifices are needed. I know it sounds as an extreme measure, but, what would the other nations say upon seeing the riot done on the Olympics? What would they think of you?"
No. Not the other nations . . .
His mind raced again.
If his people where beginning to say such bad things about him . . . that was bad enough, but, having his fellow nations do so?
He'd be a laughingstock.
He'd be deemed as a nation that can't control his citizens, he would be. . .
He shook his head, denying. No, that image couldn't be true! It couldn't happen! He was working hard! . . . but . . . at what cost?
"They have a meeting on October the second, so I've heard" he alternated the petting with rubbing his head. ". . . If you want to spare their judgement, see for yourself how they organize. Why don't you take some of the Army with you? Guard the perimeter just to make sure the manifestation is indeed peaceful. But. . ." his President's tone was indescribable at this point. It was a cold and sneaky tone, perhaps. A mother warning her children to behave. "if there are indeed are disturbances and you see it fit . . ."
He had only noticed his President leaving the room due to his petting and rubbing no longer happening. The doors behind him closed him, leaving him in the empty room.
Without leaving his sight from the floor, Cuahutemoc fell on his knees, sobbing, and feeling completely trapped.
