30 January 2011
South Korea officially rejected one of our offers for talks today. Kim-gahka was trying to get them to let us have them at an earlier date, February 1st. But the South Koreans say that's not enough time to prepare for talks, so the date of February 11th still stands.
He did not say why he wanted to push for earlier talks, but I believe it was because his birthday is February 16, and he doesn't want the dates falling so close together. I personally don't care. I think there's enough time between them...
However, I do believe that the fact that he tried to push the date means that he does intend to accept the offer for talks. Perhaps he will now...
But I still wish he'd hurry up.
Waiting still, 임 상 규

...I'm annoyed again.
Now the South Korean President is urging us to accept that offer. Damn it, I hate that man above all others. But I do want Kim-gahka to accept. But now that it's actually the South Korean's President saying it, I kind of want to say no just to be defiant. I hate him. Things have been worse here than they have in years since he went into office down there. He's trying to bring me down, I know it, and now he's trying to play nice guy so he looks good.
Hmph...
If it had been anyone else urging us to accept, I wouldn't have cared.

A whole month has gone by since the New Year started... I still want to become a great and prosperous nation by 2012. That leaves me 11 months to fix a lot of problems...
That will be a bit tough, but I'm determined to do it. It's been really cold this winter though, so grain production will probably be down because the soil will be frozen for longer. Maybe, if we can get those talks underway though, we can get some food aid into this country.
Also, I need to find some more creative ways around those sanctions so we can fix the economy... If they refuse to lift sanctions, I'll just talk to Iran again. They like buying things from us.
Determined, 임 상 규

Well, it's about time.
So, Kim-gahka suggested working level talks to be held at Panmunjom on February 8th. And finally the South accepted. About. Time.
February 8th is better than February 11th any day. The sooner the better. Apparently, we won't be discussing things of major importance just yet, but we will be discussing when and where we'll be holding high level military talks, assuming South will still be willing to do those.
He better.
Happy for now,
임 상 규
((I'm gonna be gone for a couple of days, so no journals during that time. D: I might try and make them up if I have time though. Be back Saturday~))

The Chinese New Year starts today... It's the Year of the Rabbit.
I really wish I could go spend it with China. We used to have big celebrations with him when we were all kids. He must spend it alone most years now... I'm sure he'd like some company, as would I.
But I need to stay here and help plan the agendas for the talks on the 8th. There are celebrations going on around the country though. We use the Lunar New Year to honor Kim Il Sung, usually. Visitors can go to Mansu Hill and leave flowers by his statue. We also have a big concert in Pyongyang and play a lot of traditional music and games. I'll probably have to miss out on a few of those things this year too...
In the meantime, Kim-gahka proposed more parliamentary talks with the South this morning, so we're waiting on a response about that too...
I suppose I'll put on some nice music and get to work.
Happy Lunar New Year, 임 상 규
((Okay, I lied, I got one out anyway because I was like, "...OH WAIT IT'S CHINESE NEW YEAR, THAT'SABIGDEALTHERE." Less news related today, but meh. See you Friday night or Saturday~))

Well, most of the New Year celebrations here are over, and dare I venture to say I feel a bit empty still. I wish China was here... Perhaps it's just stress getting to me...
There are lots of things going on, so that must be it, yes...
I'm very tired today... I don't feel like writing much...

((adsfjkslfsd So my family and I braved the huge ice storm in the plains. Just about drove off the road 20 times. D: Dallas is awful. They've already exhausted their salt/sand supplies, no one here has proper tires for driving on snow and ice, and we got another 5 or so inches of snow today. We almost couldn't make it up our driveway.
So I'm very tired and there's about zero Korea news to report on. xD))

Preparations for the talks are well under way. Just three days until they get going. Lots of messages are being sent around now, trying to get things organized, agendas written down, that sort of thing. Everything has to be perfect, because we have to make sure we give a good impression this time, or else I doubt South is going to want to talk again. And with the way the economy is looking right now, it would be disastrous if we lost a chance to get aid back into this country.
So no one better screw this up along the way. I'll shoot them personally.

...Ugh.
31 North Koreans turned up on South Korean shores. I am not pleased.
Some are saying they are defectors. Some say they are not. They were on a fishing boat and were not family members. They were part of a work group, they say. 20 women and 11 men. It's likely they just drifted into the waters by accident since it's been foggy lately, but I fear they may try to defect. South Korea will accept them if they want to, but they will also send them back if they express a wish to return to the North.
If they are smart, they'll return.
If not, I hope someone at least has the thought to return the boat.
Not pleased, 임 상 규

The talks get under way in the morning...
I am actually somewhat nervous. I hope things go okay. No, no, they will go okay, because myself and several others have been careful to plan this down to the last detail. As long as everything happens the way we've planned it, things should be fine...
Maybe...I will actually go to bed at a decent hour tonight. I should be rested for something like this, not that I can ever sleep anyway, but maybe the extra few hours of trying to sleep will actually allow me to get a little more. Yes...
Anticipating this, 임 상 규

8 February 2011
Nine hours worth of talks today and we're still not done.
You'd think in nine hours we'd be able to agree on a time, place, and agenda for higher level military talks, but that's not really happening. Time should not be hard, as long as they don't want to have it on Kim-gahka's birthday (the 16th). Place would probably be the same: Panmunjom again...
It's the agenda that always gives us trouble. The Southerners said they wouldn't require apologies for the Cheonan and Yeonpyeong incidents in order for talks to proceed, but now they're making it sound like they're going to refuse unless we do. They're trying to make the agenda of the next meeting mostly about those issues, while myself and my officials are trying to get the agenda as reducing military confrontation.
Brother must really like this provocation thing going on between us if he's more concerned about past incidents than ones that could be prevented...
But, after nine hours, we all decided it was time to call it a day. We're picking up where we left off in the morning.
Power and Prosperity, 임 상 규

9 February 2011
Talks collapsed. Frankly, I blame South.
We tried to work out the agenda for higher level talks, but they just would not stop demanding that they be about the Cheonan and Yeonpyeong. Demands, demands, demands. I don't see why Brother's so stuck on those. They happened in the past. Talks are aimed at making things better in the future. Clearly, he's missing the point, especially if he cannot agree to anything but talks solely about those events. Such insistence on talking about those...and yet he says they are not a requirement to resume Six Party Talks? That's an obvious lie if we can't even have bilateral talks without it being a requirement.
I have no more need to talk to him. If we can't even agree on conditions for holding talks, clearly nothing would be accomplished if those talks were to actually happen.
So at about 2:30 this afternoon we just walked out. There was no point.
The only real thing accomplished during these talks was that we agreed to resume Red Cross talks and family reunions and such. I suppose it's something...
...But I think I'll just go back to giving him the cold shoulder now.
What a failure, 임 상 규
((NO. NO NO NO. D: That was a major missed opportunity for the N. Koreans. Or both sides really. The South might not be so willing to talk with them now. ))

Right now, I am perfectly content to just ignore South's existence. I've got better things to do, like get ready for Kim-gahka's birthday, which is in less than a week.
Through the talks, we were hoping to have something nice to come back with for his birthday, like some sort of agreement that would be good to present to the people. But no, that did not happen.
So now I have to figure out what I'm doing for him, since I feel obligated to do something for our Dear Leader...
He likes technology. It shouldn't be hard...

Everyone everywhere is fussing. At everything.
You know Egypt, yes? Hassan-ssi and I have had fairly good relations recently. We even wished each other a happy New Year, which is quite a step for me since I rarely wish it to anyone, and most do not bother to wish it to me.
Well, there has been that recent uprising in Gupta's country, and his boss stepped down today. This sort of rebellion seems to be spreading. There was another country...it started with a T I think? Tunisia? I do not think this rebellion streak will reach my great nation, but that's not really what I'm worried about.
Now we fear that whoever takes Mubarak's place will not be so willing to have relations with us. We didn't have a lot of relations with Egypt to begin with, but they were good at least...
We'll just have to wait and see.
Looking to the future, 임 상 규

We're trying to get some much needed food aid into this country again...
Lately, Kim-gahka has been sending officials for foreign governments to ask them directly for aid, since the UN and their food agency thing always have to go through this big long process to even consider it, and especially since we expect them to reject the request anyway.
It's just...I feel like it's begging. As much as I care that we get food aid over here, what with what will likely be an awful harvest and Mt. Baekdu threatening to erupt and cause chaos right around growing season, I do not want to lower myself to the level of begging. I do not beg. Of all the weak things a person could do...
And yet, we are facing what could potentially be another catastrophic famine. I'm stuck...
But I will not fall, 임 상 규

I will end him. I. Will. End. Him.
He's oh-so-smart, putting this sort of thing on the internet. Does South honestly think I won't see when he posts his propaganda plans on the internet? Kim-gahka loves technology, and thus, found out about South's plans to drop propaganda fliers accross the border via helium balloons on his birthday. He was not happy.
And neither am I, frankly.
Now you can bet who will be at the border with a rifle shooting down balloons on February 16th.
Not pleased, once again, 임 상 규
